I have previous experience as a local hire in Germany and Korea and now I am stateside hoping to become an overseas hire. I have had my application in for 3 years. I know a principal requested me by name but my name wasn't on the referral list. I called HR and was told, I wasn't in the top 25 for the position but wouldn't tell me why or how to make my application stronger. I'm beginning to lose hope. Has this happened to anyone else? Are principals not allowed to request by name? Thanks for any information.
HelpOthers Principals can look for your name on the referral list, but apparently cannot determine who makes it on the list. It seems that the referral list is generated automatically. It seems that the more areas in which you are certified the higher you are on the list.

Teach No, principals must hire from the lists that are generated by HR. I missed out on some DDESS jobs back in 2010 because my first choice school had only primary positions and I was showing up only on lists for 4th-6th grade. haha It can be frustrating if you have a personal connection that could give you an advantage and can't make use of it. In the past there have been issues with nepotism and not hiring the most qualified people so this is one of the ways they try and eliminate/minimize those kind of problems.
