It would be great if it could be done before you start collecting paychecks but it's not a huge tragedy if it needs to wait until you get there. Once there and with an official email and better contacts things usually happen fairly quickly with payroll etc.

Agreed. You can put in a salary change with documentation and it can happen after the documentation is received. Don't let it stop you from getting to your duty station on time.
