How do you know if the references actually fill out the reference form?

If you approach you admin in the right way you should be able to get the required reference for your application and still not endanger your current standing. Just go to them and mention that you are putting in an application with DoDEA, it's a real long shot that you will even get an interview much less an offer, once in a lifetime opportunity to ...See More

I'd explain to your current admin that it's a job you want in a couple of years. Explain that it can take years to get an interview or job. I do not think it's bad HR practice.
