Yes, very competitive. I read once there are tens of thousands of applications in the system. There are others more experienced with DODEA who can answer this question way better than me. It is generally considered very competitive. Elementary certifications are also fairly common in comparison to many other areas. It is possible to get hired as a new teacher but fairly rare if you do not have some connection (e.g. military spouse, local hire, student teaching with DoDEA etc.).
