Email HQ and tell them to unfreeze your application. Don't expect an apology. In theory, you can move anytime. But don't hold your breath. You are not moving anywhere unless DoDEA-Americas has a pressing need. And they don't!

I am far from an expert on DoDEA stateside. But, my understanding is that you can apply to positions that open up at other schools if they state they are open to current DoDEA teachers. In my experience, I called HR and they said that my application would remain frozen for the remainder of the school-year for which I was hired.
