Wanderlust
Well, I called HR and they said that they are just broadening the pool due to it being a difficult field to fill.. PSD/Mild to Moderate. That evaluations have not started for such positions and to give it time. Not too reassuring though.

Don't be concerned, but make sure you apply through USA Jobs too. Do not ignore the posting.
Hopeful
The posting in USA Jobs explicitly states that you need to apply through EAS.
