Opportunities can vary quite a bit by location. My wife is also a teacher but we know couples where the non-teaching spouse enjoys subbing or has found other kinds of employment on base (e.g. commissary, BX, teen center, civilian contractor, garage, logistics, maintenance etc.).

There are many agencies on base that are always looking for good employees.

It's usually easy enough to pick up a GS-4 slot. Depending on the time of year and the size of the base it may only take a few months.
The jobs are not exactly career-building type of work, but a decent slot can fill the day and bring in some cash to increase the total household income.

Depending on the location and base there are a variety of on base and off base jobs.
