You can begin the application process at anytime, meaning upload your information and complete the EAS application process. Check the school year you are applying for and get your qualifications evaluated. Pretty much this ^. You should probably get your applications completed soon. Select a wide range of target jobs within your subject areas so you can see how many specific areas DoDEA will qualify you in.
