I recognize that I'm really lucky that the one position that exists in my area for my specialty happens to be vacant, but I was really disappointed when I found out it was part time.
Has anyone else been in this position? Or does anyone have any insight on what life is like for a part time teacher at DoDEA?

As a local hire, I didn't receive any benefits, aside from TSP (Thrift Savings Plan) and FERS (retirement).

It's possible but obviously impossible to predict how likely it is to be made full time. Half time positions are relatively rare with DoDEA (in my limited experience) since they generally have to be certified in the required area and living in the local community.

Ha Ha is correct. Steps increased every other year. I received the standard three personal days, however sick leave was accrued at half the rate.

Once you are employed 0.5 time, if a 0.5 position opens that you are qualified for, they can ask if you want to increase to 1.0 without interviewing others. Especially if it is an ESL position.
