I'm not familiar with opting for getting TQSA upfront but settling for a smaller amount. The longer you are on TQSA, the amount you are eligible for gets reduced (but is still generally enough for your needs). Anything else would be a new one on me.

I agree that this does not sound correct. I think I ready something like this in the jtr for military members, but that is with them knowing exactly what the pay would be and probably not available to new hires if it is a thing.
