I understand that the official orders don't come until security has been finalized. Are passports sometimes complete prior to the official orders or do they process the passports after the official orders come? Once I have the orders can I help select my date of travel within a reasonable time frame?

I'm currently teaching abroad so I have a complicated exit process here. I don't want to resign too early because I have a large family and part of the exit process includes leaving our housing so we'd be at a hotel or have to stay with friends. On the flip side I don't want to resign too late and have trouble completing the exit process in time to go.

I still have hurdles to go but I keep thinking through all the possible scenarios and would appreciate any insights from those that have been there.
haha In our case (and others I have heard of), the passports were processed and were ready (and held) until orders were cut.

Yes, after you have orders, you then schedule the exact travel arrangements (and they generally have a travel on or around date which gives you some flexibility).
