The US has different Status of Forces Agreements with the different nations that host US bases. The SOFA agreement with Germany apparently has something about dual citizenship (I am supposing).

You can get hired, however, if you plan to work in the country in which you are dual citizenship, you will have to renounce your foreign citizenship. I am dual national and work with DoDDS, but not in the country where I am dual citizen. This is not a DODDS rule, it's a Department if Defense rule and applies to all contracting jobs as well.
