Not entirely accurate. The 5 and 10 year amount is the maximum credit allowable. I, for instance, used the 5014 to claim 1 year.

More specifically, they will give you steps for 10 years experience of applying to US locations or 5 if applying for overseas.

I believe it is the other way around. Stateside maximum is 5 years (starting on step 5 as they start on step 0) and overseas maximum is 10 years (starting on step 11 as they start on step 1).
