Actually, no. At the current time there is literally no transfer round process in place. The program was suspended last year to allegedly study the program and fix the problems that management perceived in the previous incarnation. So, unless there is an official reintroduction of the transfer program, there is no way to transfer to Europe or anywh...See More

We have no idea. It was implied at the time that it would be a one year suspension which would mean that it would be back this year but we have heard nothing about it so far.

Haha has explained the situation well. This year only people who needed to be placed in a new position (old one no longer existed) were placed. They did not necessarily go where they wanted to go. You sign that you understand this can happen.
