When I received that email I interpreted it as: you are eligible for the position but you were not referred because other people were more qualified. I am not 100% sure that is what it means but that is how I took it.

Your eligibility may need to be out of the "tentative" status in order to receive a referral. With the ISS positions, the way you answer the questions about experience are used to determine whether you are eligible and whether you are referred.
