Also, do they need to come from principals and such or is any admin we work with permitted to send one in- councilor for instance?

The references are confidential and would not be view able by you. Your EAS will show you that they have been received but HR will not generally share any information about the content with the candidate. I suppose anyone can complete a reference but unless they were actually a supervisor of you, it likely wouldn't count for much. An AP can submit ...See More
