I wouldn't go that far. I would say (just from my own narrow experience/observation) that many/most teachers feel that too much money is spent on above school level positions (while we are told there is no money for other things that we do value highly)..

Speaking from my experience only... I feel like, in general, teachers look down on the ISS's because there are so many of them and some who seem to do nothing (especially for what they are paid). And quite honestly, it's frustrating when teacher positions are being cut, classes sizes are bigger, but HQ continues to hire for ISS positions. On the pl...See More

Actually, the ad specifies who is eligible to apply and there is a list of groups. The candidate must belong to one of those groups. Based on that, a member of the general public who is not currently with DoDEA, under family preference, does not have a disability etc. would not be eligible to apply.
