However, I see they logged in yesterday to put 'not qualified' on Teacher, Reading Recovery position-- Reason: It is no longer a position we staff.
So, it seems they log in and certify at random, not just for a vacant position opening.

Apparently they also get bored/have extra time and are trying to be productive. The yes to secondary, no to middle school, makes no sense to me. Most secondary subjects have MORE requirements than the middle school counterpart. How can you qualify for one but not the other? If you are so inclined, please do write HR and ask that. I might suggest that you review the required courses for the certs you aren't getting qualified in, go through your transcripts, make a list of the courses that apply to the certs, and send the list to HR if you think you are qualified for a cert area. It's not that high school wasn't approved/qualified. It's still pending, but the middle school counterpart has been qualified since March. I would have assumed it was because there hasn't been a a vacancy motivating them to qualify it, but they have since logged in an added that note about the reading recovery no longer being staffed.

That actually makes some sense, which is always refreshing when dealing with the gov't (or just in general, these days). Secondary certs often require more credits and specific courses beyond what is required for middle school. So, they could be waiting on someone else to review your transcripts for the specific courses, or are waiting to have the ...See More

They may have been reviewing your qualifications for a specific position and went ahead and did the other obvious ones.
