There have been local referrals going out here. I am speculating that principals are hiring locally first (as they are supposed to do) and trying to get the local hires in place for next year, and then they will move to CONUS hires when/if the travel ban is lifted at the end of June.

Principals don't always hire local first. I made a referral list last year as a local overseas applicant. I wasn't even picked to interview, a stateside candidate was hired. So I guess there's hope for stateside candidates.

There is a hiring freeze and stop action for moves. On a good year, most hiring starts soon, and it may be delayed in the current circumstances.
