Thanks ecd5. I had a feeling that was the answer. I contacted someone at the DODEA and they said we'd likely be category 4 for tuition (meaning tuition-paying) I explained the situation well, but found the answer rather strange. How many schools would require teachers with kids to pay for their kids to go there?

DoDEA teachers would generally all qualify for free tuition/space in the the schools. The only might be if the location did not offer that grade level (rare) and even then I think there are other options beyond the teacher pays for int'l school.

Yes, if the grade level is not offered (incredibly rare), your children can take advantage of the NDSP program. My child attended a an amazing secondary private school in Europe thanks to NDSP

That was a few years ago though, so double check to make sure nothin has changed.
