There ways to have dependents on your orders and delay their travel for a certain amount of time. People have done this in regards to pets.

If you can get the travel office to send you from Seattle on a military flight to Yokota that goes directly to Oki without disembarking your can avoid the two weeks in Tokyo.

The rotators are all booked this summer, so we can't take the PE into Oki. More importantly, we can't PCS until the travel restrictions are lifted, so we are stuck waiting for that to happen. We are nervous this could be a long wait. Any idea if teachers can get an Exception to Policy letter to PCS?

Same advice as two minutes ago - ask for a waiver.

The travel restrictions are for today. You are not traveling today. You don't need to travel until around August 01. The restrictions may have changed, and/or it may be easier to get a waiver.
