I know that we receive return home paid for either once a year or every two years. My question is this. My ex husband gets to see his children twice a year. A couple days at Christmas and during the summer. Can we pay for our own trip back to the states to ensure visitation is maintained during these times? or is that not allowed?

Susan You can pay for all the travel you want. The only caveat would be making sure you have enough time to quarantine.

However, given that you have legal agreement between you and your husband, you may need to seek legal advice to determine if your agreement allows overseas travel for your dependents.

That said, there are many DoDEA guidelines which employees and their dependents must take when doing so, in addition to guidelines and/or restrictions from the DoD, local military installations, and/or regions. If personal travel takes place during summer break, winter break, or spring break, it is also commonplace for DoDEA management to require employees to inform them of their travel plans including details regarding the flight(s), location(s), accommodations, duration, and dependents who will be traveling. If traveling during a public health emergency (pandemic), other crisis or emergency (areas of heightened situational awareness due to terrorism, climate change/weather, etc.), employees and their dependents may have additional restrictions, sometimes preventing travel from taking place or requiring additional paperwork or preventative measures.

Given the current circumstances with the global pandemic restrictions and guidelines vary from location to location, however a 14 day (or longer) quarantine should be expected after each leg of travel with additional requirements at each overseas installation or region. Currently in many overseas locations, nonessential travel is not permitted and families are required to stay inside their residences. In other areas, families are permitted to leave their homes and travel within the local area while following social distancing guidelines.

To sum it up, under normal circumstances you and your children should be able to travel at your own expense as long as you follow the DoDEA, DoD, and military guidelines, which will depend upon where you and your family are stationed. Many DoDEA employees and their dependents travel extensively overseas at their own expense. That is part of the great adventure!
