ISS overseas can open EAS to only stateside schools or can request to be moved to a teaching position in their local area. Many ISS don't aspire to be admin and like the role because it's the closest thing to an instructional coach DODEA currently has. The ISS role varies by the type of position, the district, and the supervisor.
