Umm. Maybe? They do offer new SPED teacher training early in the year, but it seems like it is more like SPED 101 with very minimal specifics regarding Aspen. I taught myself when I was new in Europe and have worked with my colleagues to help them pick it up since I've been in Japan. Mainly it just requires exploring and practicing. hunter190 if you have accepted a position and especially if you already have orders, I suggest contacting your school to ask for the CSC (Child Study Committee) chair to send you a copy of the Aspen guide.

You could also ask that the ISS be told of your arrival and help arrange training, so it can occur shortly upon arrival and after Common Access Card (CAC) and e-mail accounts have been provided.

The Aspen program is awful. I have 15 years of sped experience and usually pick things up quickly. I've never had such a hard time learning a program and the DoDEA sped procedures (they're very different than any of the public schools where I've worked previously).
