If your friend is OCONUS as a Dodea teacher, they can't use their application to apply for other OCONUS locations. They can only apply for CONUS. It clearly says that in the application. If they are not currently working for Dodea, I have no clue why CHRA would say that. Take the above advice and see if it works.

ICanRead, true, buuut we all know that some hard to fill positions can be OCONUS to OCONUS and are sometimes filled through EAS without having to go through USAJobs. My friend has several rare (so to speak) very combinations.

Understood! I am overseas but keep mine fully updated, just in case... but you can't mark any overseas locations :(
