The Rule of Three Law and DODEA Certs

5 U.S.C. 3318 requires the selection from among the top three candidates referred based upon a computer % match of Job Description with the candidate's resume (the DoDEA EAS Application), CTAP, RPL, ICTAP, Veteran's Preferences. Randomness is used to break ties between identically rated persons makes the candidate's win a lottery. Today a federal vacancy announcement produces relatively few candidates on the "Certificate of Eligibles" less than hundred of thousands. The more DoDEA Certs, the higher you will place in the "Certificate of Eligibles" and the more automatic system referrals you will receive from the EAS.

Because this cited code specifically refers to the Competitive Service.

5 U.S. Code § 3318 - Competitive service; selection from certificates

And DoDEA teachers are NOT part of the Competitive Service. They are Excepted Service.

Am I wrong?

HelpOthers DoDEA teachers are "excepted" not competitive. However, EAS does rank order applicants when deciding to include them on a referral list and if chosen for a position, the person must have been interviewed.

HelpOthers I believe if you have Vet preference and are at the top of the referral list based on HR's point system, they may need to interview you, but if you are determine to be less qualified than other candidates, they would need to complete a detailed packet to show how the chosen candidate(s) are more qualified than you are.
