@IsItFriday step 11 was offered to me by DDESS two years ago. I'm thinking that was a mistake. Now I'm being offered step 12 two years later.

US and Territories=step 11. Foreign countries = step 12.

@HelpOthers I think US & Territories=step 12 for SY 21-22 and for me I actually have 10 years outside experience so Foreign=1st year of step 15

Yes. US and Territories start on step 0 and allow up to 5 years of non-DoDEA experience. Foreign countries start on step 1 and allow up to 10 years of non-DoDEA experience.
So for someone with 0 DoDEA experience, the highest starting steps are step 5 and step 11.
