From what I was told, excessed teachers will first be placed in their same district if there are any open positions, and then placed in their region if there are any open positions. Basically agree. You can express a preference, but…they will generally place you where it is most convenient and/or the cheapest for them.
But, also, you never know. Depending on the location/region/district, year, the number of excesses, one's subject area(s), some people do get placed where they actually want to go.

If you are on a two year tour and are excessed after 1 year and say no, do you have to repay anything?

That's a good question for HR. You signed a mobility agreement and transportation agreement so I'm assuming that the answer would be "yes, you have to repay if you don't fulfill the agreement."
