I consider bullying to be when one student or a group of students constantly pick on a particular student. This can range from name-calling to giving them a look and a gesture in class. Our discipline administrators have determined that this is not bullying and we are not to write a child up as bullying other students--the VP of discipline will determine that. Since the VP does not witness what takes place and the student says they were "just playing" then what is our recourse as teachers if it is bullying and not just harassment?
