Are you talking about in a regular school system or in private business? I am an ESOL teacher but I also had to be "Highly Qualified" = meaning that I have a teaching degree as well as an ESOL certification. My job is full-time.

rofessional teachers in a public school setting are mostly full time teachers. There are companies that offer ESL instruction but those are typically part time positions.
