I was wondering if someone can explain to me what highly
qualified means. I am certified in CT and have passed both
praxis exams.

I also notice many teacher applications ask if you are
highly qualified and by what district. How are you supposed
to respond to that?

If you have worked previously for a public school district that
district was required to determine whether you are HQ by NCLB
standards (degree in subject, or appropriate test...). If they
determined you were HQ, they may have sent you a letter stating
their findings.
