I have a student that is very smart, but also very conscious
of his grades. His 8th grade score(leap test) was a 374 that
was only 28 points from advances, but his GEE score in
English was a 352, still mastery but it was 40 something
points away from advanced, he is very concerned, are the GEE
test and LEAP 21 test graded differently because he feels
like his is getting "Dumber"(thats his way of putting it).

Because they are normed against a different pool.
Think of it like this: EVERYBODY goes to first grade. If
you are in the top 5% of your first grade class - that's
nice, but it's a VERY LARGE pool. LOTS of kids are going to
score well.
