If the position is 0.2 does that mean I will only get 20% of the annual salary I fall on?

Yes, you're correct about the percentage. I'm a full-time MCPS ESOL teacher, but I work part-time at my schools (0.7 at one school and 0.3 at another). It depends on how the administrators want to divide up your time, but 0.2 is essentially one full day, so a .8 position (if you can find one), could work out to four full days at another school.
