incurred by teachers attending college and working toward
a masters degree or a PhD or in some way reimburse for

Some do, some don't--it varies by district. Sometimes there
are restrictions on what schools/programs/etc will be
reimbursed. AND, some districts have special pay scales for
benchmarks on your way up the master's and phd road (i.e.
