Final reconciliation

Hello, I am separating from dodea and was told I don't need to do a final reconciliation. The last time I submitted a reconciliation was last fall (october). My husband is concerned if I don't do it they will come after me for money later. But it seems like they can't really do a final one if its less than 12 months anyways because how would they prorate what you owe? Thoughts? Honestly our electric and gas were so high it will probably come out with them owing me.
