No, principals must hire from the lists that are generated by HR. I missed out on some DDESS jobs back in 2010 because my first choice school had only primary positions and I was showing up only on lists for 4th-6th grade. It can be frustrating if you have a personal connection that could give you an advantage and can't make use of it. In the past there have been issues with nepotism and not hiring the most qualified people so this is one of the ways they try and eliminate/minimize those kind of problems.

Don't know about French but there should be a need for German in the schools located in Germany. I recall that a few years ago they decided that all teachers had to be US citizens which meant that the non-US citizen language teachers had to be phased out. It would be helpful if you had another subject area to offer such as Language Arts, etc.

You may want to see what all you would have to do to be elementary german. All DoDEA elementary students have "host nation" classes where they learn culture and language.

Hi Mary-Lorraine, If I get all my years, it will take 8 more steps to make the salary that I'm making now or would have made overseas. I'm not sure if this is the right forum, but I was wondering if it is possible to transfer from DDESS to DODDS or are they two separate entity and the transfer does not happen? I have friends who waited years to get into DoDDS even though they were in DDESS. However, I was hired from DDESS for a job in Japan this year and it was the first I had applied. However, I had spent 3 years overseas in Okinawa as a local hire and I knew people throughout Japan which I am sure helped me to get an interview so quickly.
