I am going to assume you're a permanent CONUS-Hired DoDDS educator, but if not, please make that known and I'll tailor my words accordingly, assuming I have the requisite knowledge.
To your first question: whether to report for first day or not: Unless *impossible*, do report to your duty station for that first day, and more as you are able. Doing this ensures, at least, that you gain this coming school year's 10 days of Educator Leave.
To your posited solutions 2 & 3: read the following carefully and decide based on your situaton and per what you learn from Agency and Union.
First and foremost: Strive *mightily* to maintain the absolute best/open/sympathetic/cordial/actively-supportive relationships possible with your supervisors! For most every reg re DoDDS educators needing to use the various kinds of Leaves, there is also a statement allowing administrators wide discretion/latitude to approve that which under other circumstances they are regulatorily authorized to simply deny. OTOH, should you have a dour, unsympathetic, even obstreperous administrator, then do not hesitate to resort to Article 12 Grievance Procedure of the Negotiated Agreement to press your claims to these Leaves. Elevate as needed. Press to Arbitration Level if needed. If you, or yours, have provable medical needs, then eventually you and the Union will prevail.
For extended Leave while assigned overseas *and* *also* drawing LQA, you must plan, *with* your supervisor's full knowledge and consent, to be CREATIVE with the various Leave entitlements. This means: plan to *interleave* the various Leaves *intermittently*. I.e. *Don't* use each in a *sequential* manner as you posited in your #2 and #3 below. Become aware of, then scrupulously AVOID, running afoul of the explicit "LQA-ending" situation, i.e. DSSR 132.2 specifically states that taking LWOP (and/or FMLA) for more than 30 consecutive *calendar* days ends the LQA entiltement.
Stressing again: you *need* to work to ensure that your supervisors are in agreement/supportive at every step.
Know your current Leave balance. If you report for the first day (even if on approved Sick Leave status that day, but best is to actually show up, if possible), then also include the upcoming school year's 10 days in your accrued Leave balance. Consider also that you can request an official Advance of a maximum of 30 more *paid* Leave Days. 30 work days translates into about 6 weeks of calendar time. Advanced Leave days must all be "paid back" by either working them off in future school years, and/or paying back w/ your $ if you resign gov't service. Consider also becoming an applicant to the Voluntary Leave Transfer Program, VLTP. Donated by other DoDDS teachers, VLTP days are PAID Leave days for you (and, if used, do not need to be "paid back"). Apply to be a beneficiary of your colleagues good will, i.e. VLTP donation days, *before* you have used up all your own Paid Leave days; the form to apply for VLTP is within Reg 5630.9 and is also on DoDEA's websites.
Then, plan to *apportion* all these *PAID* Leave days across your entire absence so that you are in Pay status at least one day per each two weeks Pay Period. Alternatively, if possible, you may show up and work at least one day, or more, per pay period to maintain your benefits.
The other days of your absence, i.e. the days that you aren't actually working nor taking *PAID* Leave, need to be FMLA and/or LWOP.
Be VERY careful scheduling the proper interleaving of these various Leave types because taking more than 30 consecutive *calendar* days of *any* type of UN-paid leave (yes, FMLA and LWOP are both UN-paid) will end your LQA. (ref: DSSR 132.2)
A simple example: in each 2 weeks pay period you use at least one PAID Leave day (or work one day) and then the other nine are UN-paid Leave in FMLA and/or LWOP status.
Know and comply with the requirements of FMLA, e.g. invoke that you plan to take FMLA *at least* 30 days in advance of your first day of FMLA. Heads up: you may already be within this 30 day minimum window so plan your FMLA paperwork filing accordingly - don't waste *any* time (if needed, you can always withdraw a Leave request no-harm, no-foul), but, if you're already past the FMLA's 30 days in advance window then also be aware that there is still wiggle room, e.g. demonstrably filing as soon as possible after you first learn that you will need to invoke FMLA. *ALSO* you *must* obtain, then ASAP complete/submit, the FMLA supporting "Medical Certification" evidence. DoDDS has a several pages form for this, so use it if easiest, but, this exact form doesn't have to be used as long as your medical provider addresses in writing all the requirements for FMLA Medical Certificaton.

MandaI got an email for an interview too. My biggest thing was safety for myself and my family.. We could not agree on it so I turned down the interview. Ankara's (and Izmir's, etc.) Dept of State dependents were, as reported by Stars & Stripes 26 July, authorized to elect voluntary gov't paid departure. No mention was in that article whether this new authorization extended to the dependents of DoD personnel there, but, IMO, it's not an unpredictable event that DoD dependents are, or will-soon-be, also covered by such an authorization, which, if the same recent pattern as was seen for the dependents at Incirlik AB occurs, may well proceed to mandated departures.
When again judged safe enough, DoS and DoD and other agencies dependents may elect to return via gov't paid travel. In the meantime, who is left to teach at Ankara? Tuition- paying students, mostly. FMI, see Bahrain's past U.S. dependent evacuation situation for an example of a DoDDS school continuing to operate with, largely, only tuition-paying students. Alternatively, Ankara, like Incirlik, may see its command chain mandate the temporary complete closure of its DoDDS school until decided otherwise.
What does the above illustrate? To me, that DoD and DoS, and the U.S. gov't in general, take very seriously the safety of its overseas assigned family members. Evacuations aren't common, but *are* anticipated, and are *granularly* supported with gov't regulations and supports and protections every step of the way to Safe Haven. In truly emergent situations overseas (and anywhere in the U.S. too) there is no doubt that I always rather be among well-trained, well-led, well-armed U.S. military personnel, than not.

I used to work for an airline and have friends that still do, so one of my friends are trying to find out the rules for if I fly non-rev (using her passes) if I can take the pets and what the fees would be. If I do that though, I would have to fly into Rome and then find a way to get to Naples with a large dog and a cat.

Ensure your husband knows to keep all his personal flight and travel related receipts and then submit them in his Travel Voucher. Uncle Sam will allow actual expenses up to what they would have paid for his travel had they booked him. That amount ~could~ be more that what you will actually pay for his travel so you'd get back what you pay, but of course, not more than what you actually pay.
Don't throw away the pet transporttion receipts either (but don't submit those costs for reimbursement, doh!), nor throw away any other out-of-pocket receipts related to this move because if you decide to file long form taxes for this year then those unreimbursed moving costs can be deducted on Form 3903F - the form to claim unreimbursed moving expenses for a foreign move - so, depending on your overall tax situation, it may or may not reduce your taxes but it's sure better to have those receipts and not need them than the other way around.

It'...See MoreThe closest I have come is taking LWOP due to serious medical reasons (my own). In my situation I was only able to keep my LQA because I was able to maintain at least one pay status day per pay period (e.g. worked, sick day, etc). If my time had run out and I was not able to go back (and no one donated more) then I would have lost LQA.
It's possible that it would be different with FMLA but it would seem doubtful. Inquire with one of the Payroll specialists. Ours really knew his stuff.

You volunteer to accept any qualifying DoDDS assignment. If accepted by DoDDS, off you go to your DoDDS assignment. 2) You are at DDESS-Guam; all DDESS-Guam teachers have, so far, been eligible to participate in the DoDDS Transfer Program, just as DoDDS teachere who participate in the DoDDS Transfer Program are eligible to elect DDESS-Guam as a tramsfer destination. 3) While employed by DDESS, you apply for a qualifying DoDDS position through the EAS, as would any outside applicant. You get successfully referred. You get successfully interviewed, You get successfully offered a DoDDS position. This is per the enabling legislation for determining salaries for DoDDS teachers; in a nutshell, DoDDS salaries are based on the annual survey of teachers'/etc' salaries in all U.S. districts which have more than 100,000 students enrolled.
DDESS teachers/etc, OTOH, are paid per Master Labor Agreement between FEA and DDESS. Per this MLA, all DDESS educator salaries receive a 3&37; bump *annually* and this is in addition to the Step raise each year. Of course, you should personally verify that you are actually receiving this 3&37; bump as soon your first LES for this new school year becomes available.

I have a question about the retirement benefits for overseas employees. How much or what percentage is taken out of your paycheck for SS, FERS? Are there any agency matching contributions for TSP? Thank you.
As for FERS/TSP, I confess to being hazy on the details (I have to re familiarize myself with the specifics whenever I consider making a change).
I do know that you can designate the amount or percentage you wish to contribute and the gov't will match up to 5&37; (with caveats and conditions).
This has some of the official details:
Under the Federal Employees Retirement System (FERS) or Foreign Service Pension System (FSPS) you may contribute up to the IRS elective deferral limit which is $18,000 in 2016 to your TSP account. You may contribute either a percentage of your biweekly basic pay or a specific dollar amount. In addition, you will automatically receive an agency contribution of 1&37; of your basic pay each pay period whether or not you elect to make TSP contributions. Matching agency contributions apply to the first 5&37; of pay each pay period that you contribute. Your contributions are matched dollar for dollar for the first 3&37; of your basic pay and 50 cents on the dollar for the next 2&37; of your basic pay. There are no matching contributions on any contributions you make over 5&37; of your basic pay. Agency automatic (1&37;) contributions and matching contributions are always part of your Traditional (non-Roth) balance, including their earnings.

I sent her an email with the information she asked for, and I also including the information on our pets (since she didn't really seem to care about them, I was worried she would forget). That was on Thursday, and we still hadn't heard back from her. My husband called her about an hour ago, and I tell you, listening to the conversation was painful. You could tell she really wasn't providing much info to any of his questions. She once again stated we needed passports and visas to which he replied we did. He even asked if he needed to send a copy or something to show we have 'em. She said no, but maybe later someone might want one. The whole interaction of what I could overhear seemed odd. She didn't give any kind of timeline or anything on when we could expect to find out our travel date, how we would find out, etc.
How long does this usually take? I'm pretty much a go with the flow kinda gal, but I swear, this woman just seemed new and unsure of what she was doing, which worries me (especially in regards to the pets).

Once we were on base though, it all went very well. They were very helpful in the transportation office and booked an AMC flight with our dog traveling with us. We received tickets immediately for our entire family. I would strongly suggest trying to do this in person and on base. DoDEA teachers are definitely an exception and they were not quite sure what to do with us until we were there with our orders and explaining how it works face to face.

Is the DODEA still hiring for the new school year? My husband and I applied back in October. My husband and I have both received one referral for the same job, but no interview. Is it still a possibility to be hired for 16-17? Thanks!
