Waiting Period

I had an interview Thursday night that went very well I think and today my principal got another reference check form from DODEA. Is this the first step toward processing? How do you know if your account has been become inactive? How long is the turn around typically between interview, processing, and offers? Are offers given through email or over the phone and do you have a period of time in which you can accept or decline or must you provide an immediate answer?
