I believe it can be done. You have to show some type of financial justification, etc. I have also heard that it is very difficult to add them at a later date after you are hired so if it needs to be done try and get it done on your initial orders.

I read the below HR newsletter last night. In the case that dependency cannot be fully established, is there a difference between members of household and dependents?

I believe to be on orders and be eligible for flights, SOFA status, base privileges etc they have to be determined to be dependents (using the guidelines outlined in the newsletter). When in doubt though ask HR for the current accurate info. because they unfortunately stopped the newsletters years ago.
