Is it possible that HR is not working over time, but on the Pacific time zone schedule?

Mary-Lorraine I believe they are working over time. My HR person mentioned something to that effect when I called her to confirm she had received my paperwork. Something along the lines of "I have to get all my teachers where they need to go by August, they are going to have me working all night!". She sounded frustrated and stressed. I agree with Oregonslp. I think they're working overtime because she also sent me e-mails at 8:50 am and 10:10am, which definitely wouldn't work with hours in the Pacific.

They have some flexibility in their schedule.... as long as they work 80 hours in the two week pay period. It's possible they are working 10-12 hours to take a friday off.
