So if you underestimate your utilities are you reimbursed? What about the fluctuating currencies?

If you underestimate you are reimbursed, if you over-estimate you owe the difference. If the currency fluctuation causes you to be way off you can submit a reconciliation.
Couple of Questions
It is broken down into 26 payments either way, even if you only receive your pay in 21 paychecks (as in first year).
