Short answer, generally yes. The requirements vary greatly by location. Maybe some actual pet owners will post details for their location.

Once on a walk around downtown Schweinfurt around a corner, the leash stopped. When I gently tugged on the leash, I heard a human say in German ("I must not."). When I looked, doggy had firmly planted his forepaws in front of him, desiring to go a different direction. We met many dog walkers around the Marktsplatz.
