From what I've read, most use USAA, Geico (request military department), or Korea's AIG. When I was stationed in Japan, there was a local Japanese insurance office on on Yokota Air Base. We bought that insurance.

But Korea's AIG is expensive.
On base agents or are convenient but that doesn't mean they are cheap, Try to organize your insurance before you go, or be aware that you still need to compare prices.
