Always tough to say but it does look like they are trying to fill actual positions. From my understanding you work from a hub. I believe during "normal" times you would work from a school/central location but would also likely check in on students/classes from home.

The hours you work are base don your hub, however you would be supporting DoDEA students all over the world, not just your hub. I don't know why, but some classes are only supported by certain hubs. I had students who had teachers in Europe and the US, yet we are in Japan (which by the way has its own hub in Okinawa).
