HQ doesn't generally request it. It is usually done within your local district. We submitted ours back in December, and it went to the local district office. Most people are reluctant to put their resignation in that far in advance though.

Icanread when do people usually submit their resignation? Is there a deadline or anything?

They can submit resignations at any time. Lots of people PCS throughout the year, often following an active duty spouse. In addition, teachers can retire at any time of year. Also, teachers may get an internal transfer (rare but a possibility) or a promotion (moving into admin) which would leave a vacancy.
