Yes, you can go to Guam as it's considered stateside. You have to be there at least 12 months to pick up benefits overseas again.

Thanks. And my understanding is that in the past you could apply through eas and that Guam was part of the transfer round. Is that correct?

Yes, in the past, you could attempt to transfer into and out of Guam in the transfer round.
Apparently you still can select Guam as a target location in EAS as a permanent DoDEA overseas teacher.

Does anyone know the best email to get your EAS application unlocked/unfrozen? I emailed the one from the "contact us" tab on the eas website usarmy.ria.chra-nc.mbx.dodea-eas-applicant-inquiries@mail.mil but it's been over a week and I haven't heard anything back. Does anyone have a different email for them? Thanks.
