0.5 positions are hired for within the USA, because they are not paying your relocation expenses. You receive 0.5 of the health benefit, and the portion they usually pay is almost double what you pay as a 1.0, so when going 0.5 it may be less expensive to use your non-DoDEA spouse's benefit if that is an option.
