    I would use a ratio of 1:3 or 2:5 with the smaller number being a
    "troublesome" word and the larger number being words that most
    can get. You want them to be successful but also to focus on
    those words that they are having a problem with. I would make
    several copies of the problem word and use only 1 of the words
    that they can identify so the problem word comes up over and
    over and can review the words they already know. As the
    problem words are more often identified, then add in some new
    difficult words an take out the easiest ones.
