or are you talking about procedures. If the latter it depends on how you are organizing the class, because that will inform your setting up of procedures that will need to be taught to the kids.
If you mean content then except for some kind of "fun" math thing to break the ice I think the first order of business is figuring out where each kid is, so a broad assessment would seem to be needed before you can really start digging into content.
