I'm the author of NetPen, a free interactive whiteboard tool. I just made some changes requested specifically for teachers (i.e., voting, testing, and grading) in the UK and thought it might also be of some use for you.
Version 0.95 is the first release specifically for teachers and because of the extensive additions should be considered a beta. So, it’s perhaps not quite ready for the class room, but a great time to get any feedback to me on how to make it more effective for teachers.

You don’t have to download & install it to see how it works; there are 3 short tutorial videos on the two pages listed above.
